## Introduction

Sends a message to a Steam friend.

### User Id

The Steam ID of the friend to send the message to.

### Message

The message to send as a string.

### Return Value

**True** if the message was successfully sent.\
F**alse** if the current user is rate-limited or chat-restricted.
